No AI-specific law in force
As of August 2026, there's no express legal definition of AI under Philippine law. The binding rules that currently apply where AI processes personal data still come from the Data Privacy Act and its implementing rules.
AI Governance Act (House Bill 10362) and other pending bills
House Bill No. 10362, the proposed AI Governance Act, would give the Philippines its first unified national AI framework, including a requirement to disclose when AI influences a decision about someone, at least six months' notice before rolling out a “high-impact” AI system, and reskilling support for anyone displaced by one. Senate Bill No. 25 (the Artificial Intelligence Regulation Act) is a separate pending proposal. Neither has passed.
